My opinion, which I made in my earlier assertion concerning the Parliamentary Speakership election, that “the fifth spherical shouldn’t be held in a Single Candidate election” stays intact;
I wish to remind you of the “association within the Parliament's Inner Laws”, referring to the “seal” debate within the fifth spherical of voting, which shouldn’t be achieved for a single candidate.
Article 154 of the Parliament's Inner Laws is as follows:
Members of Parliament are given a mixed poll paper, ready and sealed by the Presidency, with the phrases “Settle for”, “Reject” and “Abstain” written individually on it and empty squares below these phrases, and a sealed envelope. The member of parliament who receives the mixed poll paper casts his vote by putting the stamp bearing the “X” mark on one of many squares within the mixed poll paper on the closed voting place, and after placing it within the envelope and shutting it, he throws it into the closed poll field on the podium.
The 4th paragraph of the 147th article of the aforementioned Inner Regulation explains how the “Secret Voting” might be held.
“Secret Voting” signifies that the vote is made by the member whose identify is learn, in a closed voting place, in a means that doesn’t violate the secrecy, and throws the poll paper in a closed envelope into the field on the podium.
As may be understood from above, throughout secret voting, representatives should solid their votes in a means that doesn’t violate confidentiality. Once more, they vote by tapping the “X” signal contained in the sq.. Accordingly, votes that fall exterior the sq. or are solid exterior the style specified within the Inner Laws are invalid.
